2.4.4.4 Firmware Update Complete operation
When the Firmware Update Complete opcode is written to the OTACP and an error condition does not occur, the Server shall end the firmware update process.
The format of the Firmware Update Complete operation is defined in Table 4.8.

However, if an error condition occurs, the “Success” result code shall not be sent and the appropriate error response shall be sent as defined in Table 4.9.
