1.4.1 SOSC Does Not Function When the Device Is Configured to Run From an External Oscillator
If the device has been configured to operate from an external oscillator using the FEXTOSC configuration bits, the Secondary Oscillator (SOSC) will not function as the system clock or as any internal clock source or reference.
Work around
To use the Secondary Oscillator as an internal clock source or reference to a
peripheral, the FEXTOSC configuration bits must be programmed so that none of the
external oscillator modes are enabled (FEXTOSC = 1100 - 0110).
