When the RTC is in Clock and Calendar mode (MODE2) and the clock representation is set to the 24 hour clock format (CTRLA.CLKREP = '0'), the periodic daily event should be generated at 23:59:59. If the Prescaler bit field (CTRLA.PRESCALER) is set to any value other than 0x1, the event will instead be generated at 23:59:58.
