Summary
Registers handler for Software Generated Interrupts.
Description
This API registers a handler for SGIs. This will result in a callback with the CPU ID when an SGI occurs.
Precondition
GIC_Initialize() is called

| pHandler | Pointer to peripheral interrupt handler. |
