3.1.1 Target is Powered by External Supply

If the target is powered by an external supply (see figure below), the debugger will sense target V_DD to allow level translation for the target low voltage operation. If the debugger does not sense voltage on its V_DD line (pin 2 of the interface connector), it will not operate.
