1.2.8 Hot-Join Does Not Work Properly When RETRY = 1

If a Hot-Join request is NACK'd when the retry limit is 1 (I3CxRETRY = 1), the module may not exit the Hot-Join state and continue making more Hot-Join requests until the request is ACK'd by the controller. This behavior is similar to an unlimited retry limit (I3CxRETRY = 0).
