29.9.2 Automatic Configuration on Start-Up and CPU Executes Code

When the CLB Configuration on Start-up bit is clear (CLBSU = 0) and the CPU Halt bit is set (CPUHALT = 1), the CLB harware state-machine configures the CLB, along with any other user-defined peripherals, after power-up or device reset but prior to CPU code execution. Once the hardware state-machine completes the configuration, the CPU will begin to execute code based on the application software.
