The CLB module BLE outputs are available as software readable outputs (registers). Only
16 of the 128 BLEs are available to the user
using two 8-bit registers (CLBSWOUTH and CLBSWOUTL).
The CLB software outputs are updated continuously on Q2 and Q4 clocks.
