To convert the Tx Power Register index value to dbm Value

This function is used to convert Tx Power Register index value to dbm Value

PHY_Init() should have been called before calling this function

PHY_SUCCESS - If reg value can be converted into dBm value

PHY_FAILURE - If regVaue is holding the invalid value
