20.1.1.2 MCHP Assert Reset
(MCHP_ASSERT_RST) Instruction
MCHP_ASSERT_RST performs a persistent device Reset. It is similar to
asserting and holding the MCLR pin. Its associated Status bit
is DEVRST.
