Bit 0 – BUSY PUF Busy Indicator

Note:
- This bit is an OR of the PUF busy signal qk_busy and the busy signal from the wrapper FSM.
- The qk_busy signal from the EIP is driven high as soon as the EIP macro is powered up. Since qk_busy is directly connected to the STATUSA.BUSY bit, default is 1’b1.
