This function will convert a MAC address to a string representation.

Parameters	Description
macAddr	Pointer to address to convert.
buff	Buffer to store the string representation.
buffSize	Size of the buffer.

True - A MAC address was successfully decoded.
False - macAddr == 0 or buff == 0 or supplied buffer was not large enough or the format was incorrect.
